The south and center of the county filled in early. Large parts of Scarsdale, Bronxville, Pelham and Mount Vernon were built between roughly 1900 and 1940, and those streets still run on one-pipe steam and heavy cast-iron boilers, many converted from coal to oil and later to gas. The Sound Shore, from Rye and Mamaroneck to New Rochelle and Port Chester, mixes Victorians and colonials with low blocks near Long Island Sound. One county, six cities, dozens of building departments

Westchester is split into six cities, 19 towns and more than 20 villages, and that patchwork matters when heating or cooling equipment is replaced. Each city and village runs its own building department, while the towns handle permits for their unincorporated hamlets. A furnace swap in Yonkers, a boiler in Bronxville and a condenser in unincorporated Greenburgh can each go through a different office with different paperwork, so ask any installer which department they will file with before you sign.

Postal addresses add confusion. ZIP codes starting with 105, 106, 107 and 108 all fall inside the county, and plenty of them cross municipal lines: 10583 covers Scarsdale and parts of Greenburgh, and 10603 reaches from our own Fairview street into North White Plains. We go by the actual town, because that decides the permit.

Energy supply splits too. Con Edison delivers electricity and gas to most of the county, while NYSEG serves parts of the far north, and many northern roads have no gas main at all. For building-code purposes, Westchester sits in IECC climate zone 4A, the same zone as New York City, while Putnam County just north is zone 5A.
